Co-incidentally, the largest Tobacco company in Vietnam is state-owned.<\/strong><\/p>\n<p id=\"\">The National Assembly has announced it will outlaw the production, sale, import, storage, transportation and usage of vapes starting in 2025 with the aim of \u2018protecting people&#8217;s health\u2019.<\/p>\n<p id=\"\">The assembly, which holds primary legislative authority in Vietnam, has requested the government introduce the ban alongside an awareness campaign on the \u201charmful impacts\u201d of vapes.<\/p>\n<h3 id=\"\"><strong id=\"\">\u2018Health and safety risks\u2019<\/strong><\/h3>\n<p id=\"\">Minister of Health Dao Hong Lan said last month that vapes need to be banned because of the rapid increase in their use and the \u201cpotential health and safety risks\u201d they pose, particularly for young people.<\/p>\n<p id=\"\">She cited the results of a survey conducted in 34 provinces and cities across Vietnam in 2020 that showed the rate of vape use among adults aged 15 and over had increased 18 times in five years. It went from 0.2 per cent in 2015 to 3.6 per cent in 2020, she said.&nbsp;<\/p>\n<p id=\"\">There were no statistics given, however, on whether this rise in vaping coincided with a drop in more harmful smoking.&nbsp;<\/p>\n<p id=\"\">Lan said that although Vietnam has not officially legalised the sale of vapes or heated tobacco, the products have become widespread in the market due to \u201chigh profits and aggressive marketing from foreign manufacturers and smugglers\u201d.<\/p>\n<h3 id=\"\"><strong id=\"\">Appeal to young people<\/strong><\/h3>\n<p id=\"\">She also displayed several vape products currently being sold, pointing out that they are \u201cvisually appealing and designed to attract teenagers and children\u201d.<\/p>\n<p id=\"\">To address the issue, the minister proposed amending Vietnam\u2019s \u2018Law on Prevention and Control of Tobacco Harms\u2019 to include provisions to ban vapes and heated tobacco products.&nbsp;<\/p>\n<p id=\"\">Assembly delegates agreed with Lan that policies to ban vapes and tightly monitor illegal sales are necessary.<\/p>\n<p id=\"\">When asked about support for smoking cessation, Lan said the government was using a tobacco control fund to create a \u201cnetwork to help people quit smoking among its tasks.\u201d<\/p>\n<p id=\"\"><strong id=\"\">World Health Organization Director-General Tedros Adhanom Ghebreyesus praised Vietnam\u2019s action. <\/strong>Writing on social media platform X, he said: \u201cCongratulations, Vietnam, on making this bold decision to protect your citizens, especially the young ones, from vaping and heated tobacco products.\u201d<\/p>\n<h3 id=\"\"><strong id=\"\">How prohibition can backfire<\/strong><\/h3>\n<p id=\"\">While Vietnam\u2019s motivation for the ban is to protect young people from the perceived harms of vaping, mounting evidence from other countries show strict bans can backfire.&nbsp;<\/p>\n<p id=\"\">In Australia, where vapes are now only legally available from pharmacies, the <a href=\"https:\/\/www.clearingtheair.eu\/en\/post\/australia-has-one-million-vapers-but-made-just-3-500-legal-vape-sales-last-month\" id=\"\">black market has ballooned<\/a>. Dozens of tobacco shops have come under attack from fire bombings as criminal gangs fight for control over illegal sales.&nbsp;<\/p>\n<p id=\"\">In the UK, surveys suggest more than <a href=\"https:\/\/www.clearingtheair.eu\/en\/post\/more-than-two-million-vapers-could-return-to-smoking-due-to-uk-ban-poll-shows\" id=\"\">two million people could return to smoking<\/a> if a new law cracking down on vapes is passed by Parliament.&nbsp;<\/p>\n<p id=\"\">Meanwhile, in Sweden &#8211; which has a progressive approach to harm reduction, making vapes and other nicotine alternatives widely available to smokers wanting to quit &#8211; the smoking rate has plummeted to under five per cent. The country has now <a href=\"https:\/\/www.clearingtheair.eu\/en\/post\/sweden-becomes-first-country-to-be-officially-declared-smoke-free\" id=\"\">officially been declared smoke free.&nbsp;<\/a><\/p>\n<p id=\"\">A landmark report earlier this year shows that Sweden has the lowest percentage of tobacco-related diseases in the EU and a 41 per cent lower incidence of cancer than other European countries. <\/p>\n<p id=\"\">\u200d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Vietnam is to introduce a blanket ban on vapes from the new year.
