{"id":12929,"date":"2024-10-04T12:41:32","date_gmt":"2024-10-04T12:41:32","guid":{"rendered":"https:\/\/clearingtheair.eu\/denmark-to-limit-strength-of-nicotine-pouches\/"},"modified":"2025-01-06T16:09:45","modified_gmt":"2025-01-06T16:09:45","slug":"denmark-to-limit-strength-of-nicotine-pouches","status":"publish","type":"post","link":"https:\/\/clearingtheair.eu\/en\/post\/denmark-to-limit-strength-of-nicotine-pouches\/","title":{"rendered":"Denmark to limit strength of nicotine pouches"},"content":{"rendered":"<div class=\"clear-before-content-2\" style=\"margin-top: 20px;margin-bottom: 20px;margin-left: auto;margin-right: auto;text-align: center;\" id=\"clear-1282348240\"><img src=\"https:\/\/clearingtheair.eu\/wp-content\/uploads\/2026\/04\/caafc5c68900198b80aee12c11b50184.avif\" alt=\"\"   style=\"display: inline-block;\" \/><\/div><p id=\"\"><strong>Denmark is set to limit the maximum strength of nicotine pouches to just 9mg.<\/strong><\/p>\n<p id=\"\">Currently there is no upper limit on the amount of nicotine allowed in pouches, a tobacco-free product that is placed between the lip and the gum.&nbsp;&nbsp;<\/p>\n<p id=\"\">But the Danish government is now consulting on an executive order that would make it illegal to sell nicotine pouches above the low strength of 9mg.&nbsp;&nbsp;<\/p>\n<p id=\"\">There are also plans to tighten rules on the packaging of vapes and other nicotine alternatives and to ban sweet flavours. Packaging will be required to be \u2018neutral and standardised\u2019 with no marketing of flavours and\/or fragrances, except for tobacco and menthol.&nbsp;<\/p>\n<p id=\"\">Minister of the Interior and Health Sophie L\u00f8hde said: \u201cWithin a few years, nicotine pouches have become popular among children and young people, who can get hold of pouches with high concentrations of nicotine, which can make them addicted.&nbsp;<\/p>\n<p id=\"\">\u201cThey are particularly sensitive to nicotine and are more exposed because their brains are not fully developed. We therefore also have a special responsibility to protect children and young people from the harmful effects of nicotine products.&nbsp;<\/p>\n<blockquote id=\"\"><p>\u201cNow we set a limit on how much nicotine can be in the nicotine pouches, while at the same time banning nicotine products with sweet flavours that appeal to children and the very young.\u201d<\/p><\/blockquote>\n<p id=\"\"><strong id=\"\">A knock for smokers wanting to quit<\/strong><\/p>\n<p id=\"\">However, vape advocates and anti-smoking campaigners argue that setting such a strict limit on nicotine pouch strength will deprive smokers of a much less harmful alternative.&nbsp;<\/p>\n<p id=\"\">Michael Landl, director of the World Vapers\u2019 Alliance, <a href=\"https:\/\/x.com\/LandlMichael\" id=\"\" rel=\"nofollow\">said on X<\/a>: \u201cDenmark plans to limit nicotine pouches to 9mg, depriving smokers of a much less harmful alternative with a risk profile similar to NRTs [Nicotine Replacement Therapies].&nbsp;<\/p>\n<p id=\"\">\u201cThis low limit risks discouraging switching and harms public health progress. Bad policy, bad for smokers.\u201d<\/p>\n<p id=\"\"><strong id=\"\">Warning of unintended consequences<\/strong><\/p>\n<p id=\"\">In response to the consultation, nicotine harm reduction campaigner <a href=\"https:\/\/clivebates.com\/papers-and-letters\/denmark-consultation-on-nicotine-content-of-pouches\/\" id=\"\" rel=\"nofollow noopener\" target=\"_blank\">Clive Bates<\/a> said the limit is likely to trigger unintended consequences such as a spike in smoking rates and a boom in black market trade.<\/p>\n<p id=\"\">He said: \u201cI would like to comment on the proposals to limit the nicotine content of nicotine pouches. In my view, these products promise the same form of public health gains experienced from snus use in other Nordic countries as an alternative to cigarette smoking \u2013 both for smokers who wish to quit and as a diversion from smoking uptake.&nbsp;<\/p>\n<blockquote id=\"\"><p>\u201cSnus use is a very low-risk form of nicotine use, but nicotine pouches are likely to be still lower risk and approximate to nicotine replacement therapy. The European Union banned snus (oral tobacco) in 1992 and denied EU member states other than Sweden this public health opportunity for over three decades.&nbsp;<\/p><\/blockquote>\n<p id=\"\">\u201cThis error must not be repeated for nicotine pouches through prohibition or excessive regulation that renders them ineffective as alternatives to cigarettes.
