The UK will ban single-use devices from June 1.&nbsp;<\/p>\n\n\n\n<p><strong>\u2018Observation and analysis\u2019<\/strong><\/p>\n\n\n\n<p>But Luxembourg said it does not believe legislation on a national level will be effective and it prefers to take a \u2018watch and see\u2019 approach.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe are adopting an approach based on observation and analysis of measures taken abroad,\u201d the Health Ministry said. \u201cThis enables us to assess the impact of these initiatives and to determine what further action, if any, could be envisaged in Luxembourg.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Rather than targeting disposable vapes, Luxembourg has proposed a Bill that would ban certain flavours and limit nicotine content.&nbsp;<\/p>\n\n\n\n<p>The government said it agrees with the intention behind the disposable vape bans &#8211; to reduce youth vaping and protect the environment &#8211; but believes the method will not have the intended outcomes.<\/p>\n\n\n\n<p>\u201cFrom a health point of view, these products contain high doses of nicotine, encouraging rapid dependence, particularly among young people, and potentially leading them to other forms of tobacco consumption,\u201d it said.<\/p>\n\n\n\n<p>The \u201cnegative effects on brain development,\u201d it added, specifically affect teenagers by impairing their memory and concentration, which can \u201cinterfere with their learning\u201d.<\/p>\n\n\n\n<p>As well as concerns over youth vaping, the ministry said disposable vapes are harmful to the environment. \u201cAs single-use devices, they produce large quantities of electronic waste that is difficult to recycle,\u201d it added. \u201cBatteries contain heavy metals and lithium, which are often disposed of in unsuitable bins or on the public highway, adding to pollution.\u201d<\/p>\n\n\n\n<p><strong>Flavour ban and nicotine limit<\/strong><\/p>\n\n\n\n<p>A worldwide ban on disposable vapes, as suggested by Luxembourg, is unlikely to happen as it would involve international cooperation.&nbsp;<\/p>\n\n\n\n<p>In December the European Commission\u2019s <a href=\"https:\/\/clearingtheair.eu\/en\/post\/a-hollow-victory-eu-commission-recommendation-to-ban-vaping-everywhere-agreed-by-member-states-but-with-huge-caveats\/\">proposal to ban vaping across the bloc was agreed<\/a> &#8211;
