{"id":23845,"date":"2025-04-10T09:04:16","date_gmt":"2025-04-10T09:04:16","guid":{"rendered":"https:\/\/clearingtheair.eu\/?p=23845"},"modified":"2025-04-10T09:05:08","modified_gmt":"2025-04-10T09:05:08","slug":"taxing-safer-nicotine-products-like-cigarettes-could-have-devastating-consequences-health-agency-warns","status":"publish","type":"post","link":"https:\/\/clearingtheair.eu\/en\/post\/taxing-safer-nicotine-products-like-cigarettes-could-have-devastating-consequences-health-agency-warns\/","title":{"rendered":"Taxing safer nicotine products like cigarettes could have \u201cdevastating consequences,\u201d health agency warns"},"content":{"rendered":"<div class=\"clear-before-content-2\" style=\"margin-top: 20px;margin-bottom: 20px;margin-left: auto;margin-right: auto;text-align: center;\" id=\"clear-906504678\"><img src=\"https:\/\/clearingtheair.eu\/wp-content\/uploads\/2026\/04\/caafc5c68900198b80aee12c11b50184.avif\" alt=\"\"   style=\"display: inline-block;\" \/><\/div>\n<p><strong>Taxing safer nicotine products at rates comparable to cigarettes could have devastating consequences for public health, a leading health agency has warned.\u00a0<\/strong><\/p>\n\n\n\n<p>The <a href=\"https:\/\/gsthr.org\/resources\/briefing-papers\/safer-nicotine-product-taxation-and-optimal-strategies-for-public-health\/\" rel=\"nofollow noopener\" target=\"_blank\">Global State of Tobacco Harm Reduction<\/a> (GSTHR) is urging governments to use taxes to ensure cigarettes are significantly more expensive than safer alternatives like vapes and heated tobacco products.&nbsp;<\/p>\n\n\n\n<p>A <a href=\"https:\/\/gsthr.org\/resources\/briefing-papers\/safer-nicotine-product-taxation-and-optimal-strategies-for-public-health\/\" rel=\"nofollow noopener\" target=\"_blank\">new briefing paper<\/a>, titled \u201cSafer nicotine product taxation and optimal strategies for public health\u201d, warns that calls from the World Health Organisation to put higher taxes on safer alternatives could put smokers off from switching.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Current recommendations are \u201ccounterproductive\u201d<\/strong><\/h3>\n\n\n\n<p>It says: \u201cCurrent recommendations by traditional tobacco control groups to increase excise tax rates on SNP (safer nicotine products) in general are counterproductive.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cSuch measures risk undermining public health goals by slowing the transition from smoking to safer alternatives, failing to support quitting, and potentially pushing people who used to smoke back to combustible cigarettes.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>The paper says that by 2023, excise taxes had been added to vapes in at least 54 countries and 33 U.S. jurisdictions. In addition, 66 countries had brought in excise taxes for heated tobacco products.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXeFR5Kid6zxtZZE1h8nFBXY_VtcqRMMHvMTb_vPzfGCpiTpiaHdIb2FuekNEBG7DezTehxWNyo0YfEbrZmfsq-F-6SFftpK6pJRse27dauWHl5SCeCDVkC33bghugQg2iE4JY4?key=iK48IafWz96enRyNLnW3fyQb\" alt=\"\"\/><\/figure>\n\n\n\n<p>It says: \u201c.. more and more countries are implementing or planning to introduce excise duties on these products. For example, starting in January 2024, Belgium introduced an excise tax of \u20ac0.15 per ml on e-liquids.&nbsp;<\/p>\n\n\n\n<p>\u201cSpain followed in January 2025 by introducing a tax of \u20ac0.20 per ml for e-liquids containing more than 15 mg of nicotine and \u20ac0.15 per ml for those with 15 mg or less, including nicotine-free liquids. Similarly, both Ireland and the United Kingdom have announced plans to impose taxes on vaping products starting in 2025 and 2026, respectively.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXcVLxOFZc_JOn_arIHqELHVf1ciAwmBMxrDYyJ9EiZRa59p6xtuDMSpz1wwUgGk-q_pn5swtNF9ouZJYel-nFH2Mvvo3huSIbOcYfBVNx_M4X-7Kya34YDsMpl0S8o0mtrRljf_?key=iK48IafWz96enRyNLnW3fyQb\" alt=\"\"\/><\/figure>\n\n\n\n<p>Written by GSTHR Economist Giorgi Mzhavanadze, the paper acknowledges that taxation has long been one of the most effective tools for controlling smoking. Increasing prices decreases demand by making tobacco products less affordable. These taxes also generate government revenue.<\/p>\n\n\n\n<p>Higher taxes on cigarettes have played a role in the falling smoking rates seen in many countries, in part by encouraging those who smoke to transition to less harmful products like vaping.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Avoiding unintended consequences<\/strong><\/h3>\n\n\n\n<p>But the paper warns that taxation of safer nicotine products must be carefully aligned with objectives for cutting smoking rates to avoid \u201cunintended consequences.\u201d<\/p>\n\n\n\n<p>It says this is a particular issue in low and middle income countries where safer alternatives are less affordable than cigarettes.&nbsp;<\/p>\n\n\n\n<p>\u201cThis affordability gap contributes to the slow adoption of SNP, as cigarettes and SNP are economic substitutes, making relative prices an important factor in consumer decisions,\u201d it says.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The paper adds: \u201cGovernments need to use taxation to ensure that cigarettes are significantly more expensive than SNP, while maintaining low tax rates on SNP to enhance their affordability. This strategy would encourage those who smoke to switch to safer alternatives and reduce smoking prevalence.\u201d&nbsp;<\/p>\n<\/blockquote>\n\n\n\n<p>It concludes that governments must be careful not to prioritise financial gain from taxes over long-term public health.
