{"id":26122,"date":"2025-08-21T10:37:11","date_gmt":"2025-08-21T10:37:11","guid":{"rendered":"https:\/\/clearingtheair.eu\/?p=26122"},"modified":"2025-08-21T11:45:59","modified_gmt":"2025-08-21T11:45:59","slug":"indias-policy-think-tank-calls-for-vape-ban-change-as-illicit-youth-use-surges","status":"publish","type":"post","link":"https:\/\/clearingtheair.eu\/en\/post\/indias-policy-think-tank-calls-for-vape-ban-change-as-illicit-youth-use-surges\/","title":{"rendered":"India\u2019s policy think tank calls for vape ban change as illicit youth use surges"},"content":{"rendered":"<div class=\"clear-before-content-2\" style=\"margin-top: 20px;margin-bottom: 20px;margin-left: auto;margin-right: auto;text-align: center;\" id=\"clear-223573829\"><img src=\"https:\/\/clearingtheair.eu\/wp-content\/uploads\/2026\/04\/caafc5c68900198b80aee12c11b50184.avif\" alt=\"\"   style=\"display: inline-block;\" \/><\/div>\n<p>India\u2019s top policy think tank is calling for a review of the country\u2019s vape ban amid growing evidence of illicit use among young people.<\/p>\n\n\n\n<p>\u201cIndia\u2019s ban on e-cigarettes may have slowed uptake, but rising illicit use among youth demands urgent policy and public health attention,\u201d said Nimisha Chadha of the Observer Research Foundation\u2019s Centre for New Economic Diplomacy.<\/p>\n\n\n\n<p><strong>Illegal vape channels continue despite ban<\/strong><\/p>\n\n\n\n<p>Despite the nationwide ban on all vapes imposed in 2019, consumption via illegal channels persists, particularly in urban areas. \u201cAmong young adults aged 18 to 30 with tertiary education, 23 percent reported having used e-cigarettes,\u201d Chadha said, highlighting a substantial underground market.<\/p>\n\n\n\n<p>The Indian vape market was valued at approximately\u00a0US$2.2 billion (\u20ac2.02 billion)\u00a0in 2024 and is projected to reach\u00a0US$3.4 billion (\u20ac3.13 billion)\u00a0by 2033.<\/p>\n\n\n\n<p>Experts warn the illicit trade poses serious risks. \u201cGiven India\u2019s ongoing challenges with the illegal ENDS market, policy may need to evolve &#8211; tightening enforcement or considering a regulated framework &#8211; to mitigate the risks posed by poor-quality products with harmful additives,\u201d Chadha said.<\/p>\n\n\n\n<p><strong>Tackling the tobacco burden<\/strong><\/p>\n\n\n\n<p>The call for policy change is underscored by India\u2019s broader tobacco burden. As of 2022, over 267 million adults in India used tobacco, causing 1.35 million deaths annually and costing the country\u00a0US$27.5 billion (\u20ac25.3 billion)\u00a0in health costs in 2017\u201318, accounting for 5.3 percent of total health expenditure.<\/p>\n\n\n\n<p>Meanwhile, excise tax from tobacco covers only 12.2 percent of its economic cost. \u201cReducing the tobacco burden is therefore a national priority,\u201d Chadha said.<\/p>\n\n\n\n<p>While quitting all forms of tobacco is ideal, many struggle with addiction. Evidence from other countries shows that, when properly regulated, vaping can provide relatively safer alternatives for smokers who have not succeeded with other nicotine replacement therapies.<\/p>\n\n\n\n<p>\u201cIn the UK, ENDS are being regulated and licensed as medicinal quit aids, while the US FDA provides authorisation based on rigorous toxicology studies,\u201d Chadha said.<\/p>\n\n\n\n<p><strong>Protecting youth while supporting smokers<\/strong><\/p>\n\n\n\n<p>Unregulated products continue to threaten youth and non-smokers. \u201cIllicit and unregulated products exacerbate these risks,\u201d Chadha said.<\/p>\n\n\n\n<p>\u201cAt the same time, India must explore pathways to support smokers who may benefit from relatively safer alternatives, requiring evidence-informed policy to protect public health in an evolving nicotine landscape.\u201d<\/p>\n\n\n\n<p>India is not the only country to experience unintended negative consequences from a total vape ban.
